What narrative?
Well, now that I'm going with Option 1 as per your advice, it seems fit that there be some sort of story to what's going on with the elevator in question, give it some background and what not.
Okay, but why? What's the backstory behind the existence and meaning of the elevator here?
Okay, now that I'm going with Option 1, I'm sort of thinking something along the lines of this;
Basically the elevator was created with this sort of intended function, the office building the elevator occupies is a rather powerful business, so the Foundation is unable to acquire the building, but they've made a deal with the company to have full ownership of the elevator and any known info on it. I was thinking that the company had originally made it as a sort of area to hold more storage, as evidenced by some earlier floors being filled with materials that the company regularly sells. Of course the current owners of the company in question are completely clueless about the elevator, as any people involved in the construction of the building are long gone, even the CEO being completely unaware (although I could write something interesting with the CEO just feigning ignorance and he knows slightly more than he's letting on, just not enough for the Foundation to get anything useful out of him)
Regardless, current ideas for later on floors would probably involve areas like warehouses that would be beneficial to such a business, although I'm thinking more later on areas being sort of weirdly connected to the Founder of the company (different from the current CEO), like the elevator may stop at places he's been on business trips or associates strong memories with, or even weirder more abstract places. I was thinking that maybe on floor could even associate with the Founder's fears or desires. Sort of like the Founder's conscious is tied to the elevator in question. I think that could be a unique take on the entire thing
