SCP Foundation

1: Underground spaceships detected.
2: Foundation attempts to reach the group that makes the spaceships and is rejected.
3: Greater threat shows up and attempts to get the spaceships.
4: Foundation allies with the group and uses this opportunity to steal stuff.
5: The greater threat was faked, apparently. And now the group is a bit pissed.

There isn't enough here for me to really tell if this will work or not.

• If the ships are underground, how are they spaceships? Or are they just ships designed for space that are underground for some reason?
• How is the Foundation "rejected"?
• What is the "greater threat" and why do they want the spaceships?
• What stuff did the Foundation steal and why did they steal? That would be a terrible way to build rapport, especially if the Foundation and the group were already not on speaking terms.
• Who faked the threat and why?
