I'm struggling to see how this could be wrangled into an interesting story without something beyond what you've outlined here. Containment would be relatively easy, so there's not much that can be done there, and I'm not sure how much you could really say about the nature of the object itself. To my mind, that leaves two primary narrative avenues you could explore.
The first is telling a story through the eulogies themselves. Once the Foundation establishes containment, it would make perfect sense for them to record everything the statue says. Assuming some sort of ability to identify and filter the people, you could use the lives of dead individuals to link together some sort of narrative thread. The challenge here (beyond making it interesting) would be figuring out a way to not making the eulogies feel entirely apart from the statue itself. It's common for articles like this to feel disjointed in that manner, so I would recommend focusing on stories that share some connection with the statue.
The second possibility is telling a story about how the Foundation found the statue. I would personally be less excited about reading thing, but there's always a market for mysteries involving a cult that sacrifices people to it to learn about their lives, or something of that nature.
I'm sure there are other angles you could approach this from, but those are the two that came to mind. Regardless of how you move forward, I am sure that you need something more than what you presented in your initial post for this to succeed.
