This would affect satellite positions on the Earth, disrupting communications and causing the tides to alter because of the moon's effect on tides. Is this original and scientifically accurate (well, as much as it can be, given the anomalous properties the SCP possesses.)

Oh, sorry. I thought you meant the anomaly was scientifically sound, not the moon and the satellites. Those probably should be kept within the refrains of science if the skip isn't one of those.

Okay, so has this or anything very similar been done before?
This seems too crazy to be believable. Shifts in the Earth's satellites could potentially be catastrophic for tons of ecosystems around the planet, and if communications are disrupted that's a lot of airplane crashes.
Also, how the hell would anyone be able to correlate this effect to a random ATM machine?
Maybe you got this backwards. Instead, maybe consider an ATM that maintains Earth's relative position to its satellites?
Also, you may want to consider whether the satellites you're intending to use are natural satellites (only the Moon) or artificial satellites (man-made).
