Ok, so, several things.
First, I don't think the altered documentation trappings are accomplishing what you want them to. They're less giving the impression of the Foundation being confused or researchers being constantly amnesticized and more just taking up space.
Second, a lot of the anomalous properties (and thus their containment procedures) seem pretty tacked on. For instance, the entity being able to emotionally manipulate people doesn't seem to play into the narrative except for requiring screening and amnestization.
Third, similarly, I also don't understand why the Foundation would go to the trouble of modifying ALL phones when you haven't given any indication that the Foundation understands how the phone interception works. What are they modifying if they don't understand what to change?
(Minor point: a memetic effect overloading a camera… that doesn't make sense.)
So, to me, you have the seed of a good idea in an imperceptible and poorly understood being who's confined to an area and can answer cellphones. (There's also an older SCP and tales about a researcher who can no longer perceive anyone else which is pretty similar, though). Watching the Foundation trying to deal with that is interesting. Unfortunately, right now it's bogged down in documentation and other tropes, and that's stifling it.
