I think it's overkill to strike out the old procedures and mark them IRRELEVANT in bold all-caps. You could just put them in a collapsible.
It's not immediately apparent what changed between the two iterations. The second one might work better as an addendum to the first.
Also, everything here is struck out. There ought to be some current containment procedures, even if it's just something like "As SCP-XXXX has self-neutralized, no further containment is necessary".
Instances also have a minor memetic effect on humans, causing them to not notice instances where they should not be.
"Where they should not be" is kind of vague, especially since security cameras are often hidden or disguised in real life. How do people know that there's something anomalous about the cameras? If I found a camera disguised as a Yield sign, I'd just assume the police were using it to catch speeders.
Simply pointing out that an instance of SCP-XXXX-1 is somewhere it should not be is usually enough to cause a human to recognize odd qualities of the instance.
Again, I'm unclear what the "odd qualities" are. So far, they just sound like disguised security cameras, which aren't all that odd.
If an instance is torn up, the wires will retract into the ground and recede back to where they came from.

These seem to contradict each other. Is SCP-XXXX the phenomenon of cameras appearing, or the web that connects them?

Why is this theorized? For that matter, how do we know there was an original creator? It could be an independent organism.

What drew their attention to this home? Operatives can't stop to investigate every house they drive past.

The tone feels off here. "get ahold of" sounds informal; maybe "obtain"? Also, "a fake yield sign that was actually an instance of SCP-XXXX-1" is kind of clunky. You could say "an instance of SCP-XXXX-1 disguised as a yield sign".
Anyway, I went right up to the goddam thing and kicked it out of anger, and a couple sparks flew out! On a yield sign! What the hell is going on?
I don't think real electronics do that. Maybe wires could pop out, but I don't think they'd spark.

So… what's actually going on here? Were there signs of a physical struggle? The Foundation would've investigated the area for clues about what happened to him. Even if they didn't find anything, that in itself is notable.

Why doesn't he describe the discrepancies? That might be a way to hint at this thing's true motives, origins, etc.
Someone out there is changing everything that's coming through the cameras, even if by accident. Someone is reviewing every single tape.
How do they know someone else is doing this, rather than the cameras themselves?

I think this secret message is the biggest problem right now. It's too generic. It doesn't really add anything beyond "I'm big and scary". When it says "you cannot win", what does "win" mean? So far, it's just been observing us and messing with its file. We have no idea what its long-term plans or goals are.
Also, why did it send us this message in the first place? Does it get a kick out of scaring SCP personnel?
