What about scanning the pieces and attempting to assemble the images of the pieces, instead of the pieces themselves?
I was thinking about that. Or, switch out people as they become too agitated to continue.

I like this a lot. It seems to dance between supernatural and natural mental effects. Yeah, the compultion is supernatural, but the frustration seems entirely reasonable. Imagine if you had one piece left and one hole left, but couldn't make it fit rigth after days of trying……..insanity can be fun!
Its ok, I think its too much of a "Thing that does it's job too well" And the usage of [DATA EXPUNGED] seems about out of place, particularly this one:
"some details of the scene are left incomplete, such as the woman’s face and [DATA EXPUNGED]."
What, her clothes? her hands? it dosnt seem nessicary to expunge something trivial like that, then again I guess I just dont like [DATA EXPUNGED] in general. It is a useful tool, but olny in the right circumstances does it actually add to the mystery/creepyness of an SCP instead of taking away from it.

I like the idea but it's a bit too vague in my view, and not in a good way.
WHAT exactly makes it impossible to finish the puzzle? Is it a purely psychological thing and from a physical point of view, the pieces should fit? Do the remaining pieces change shape? Does the picture change?
It really feels like it should be explained, otherwise it feels like the puzzle is merely incomplete or poorly designed, or the test subject not good at it, none of which is anomalous.
I'm also confused about how many pieces make it impossible to finish the puzzle. The last couple of paragraphs suggest that only one does, but then why did earlier test subjects have such a hard time putting the rest of the puzzle together? And if there's only one, how come the description points out that two elements of the picture are missing?
I also agree that the expungements are abusive. What could POSSIBLY be on a drawing on a single piece of puzzle that would threaten the Foundation's secrecy?
And finally:
"when tasked with completion of the puzzle, it would invariably trigger a blue screen […]"
I know it's a nitpick but… the SCP Foundation's computers run WINDOWS?! Seriously? You'd think a nearly omnipotent secret organization tasked with guarding some of the greatest threats to Humanity and existence itself, possessing a wide array of futuristic equipment, would be able to come up with their own OS.
