I can't do a line-by-line at the moment, but I noticed two things:

Any amount of SCP-XXXX-1 that has been altered may remain in its altered state for 45 minutes to 1 hour before returning to its original structure, it will however remain the same colour

I feel like that should be two sentences.

Also, it concerns two GOI's? In all my years months here, I've never seen that done. Is that even a thing? I really can't critique that- it seems interesting to me, but I don't know if there's a taboo on that sort of thing or not. Try asking someone more experienced.
