If anything, this was the only part of it I didn't really find funny. <.<
Question. I had a hunch this would be the case with that particular line, and is it because it might be construed as racist? If so, I'll have no problem replacing it with something more vanilla.
Something that obviously felt like it was ran through Gizoogle will raise some questions about that, yes, but even that aside, I just didn't find that particular bit funny (obviously someone did but. Shrug.)

Yeah I don't know if I'm the best person to base stuff when it comes to humor, as I am not the most sensitive individual.
It's pretty funny. I like the direction of the joke, and the escalation is pretty well-constructed.
One thing I noticed, though: a lot of the humor in this article, and also in several of your other -J articles, comes from the weird names for things and irreverent tone. "NECROTIZING FUCKTROCUTION", "FRITO/BANDITO-CLASS", "ENJOY YOUR DESSICATED CORPSE, NERD", etc.. The question begged here is: why are those actually included?
Like, if the joke had something to do with the O5 Council being immature (which it sort of does, but not on this level), or was trying to make some point about weird punishments, then it'd make more sense, but that's not what the joke is about, really. It's just… odd, silly names thrown in such that they're odd, silly names. The Foundation is still basically the Foundation in the context of this article, so why would this be included?
My main other quibble would be that the last joke is a bit too easy to spot. "This thing is going to kill nobody" is possibly the least natural way to word that sentence ("this thing isn't going to kill anybody", for example, sounds much more natural) and as a result the final joke is a bit standard (maybe it would be funnier if it actually did kill Nobody? Then again, that would just invalidate the whole joke, wouldn't it. This is why I don't write -J's.).
Anyways: could be better, but otherwise pretty solid. Made me laugh, and earns my cautious upvote.
I can probably explain it, atleast the way i understand it, the reason so many contain this weird made-up or silly additions it a parody/satire of literally any SCP that has to make up a new task-force, Operation, Project, Cognihazard, or security classification. There's a lot of them, and everyone feels like theirs has to be unique, so you end up with a lot of authors just vomiting letters together and hoping the words it makes doesnt seem too weird, just weird enough. Read enough of "Project Montauks, Level Ghelidus-GHK authorization, ect. and it starts getting humorous. Thus, where comedy can exist, it is created, thus this long-running clique is constantly mocked here and in other -J's.
