The agent's motivation is basically to disrupt the CI plot, even though he only knows a small piece of what it even is. The Agent does take a shot at learning the rings' function, by trying to get his targets to put them on (and he knows better than to just put them on himself). But field operatives' priorities are to contain suspicious objects first, and leave it to the Research Dept to figure out what they do. The rings serve only as MacGuffins for the story (at this point, at least). The other points you raise are very good, and I should address them.
To that end, I'm now drafting up a Part 2 of the tale where I hope to do just that (in addition to adding some changes to the Part 1)
So, in general: More updates done on the work! I do encourage any reviewers to glance at my attached WIP-Notes; as I'm plotting potential options there for addressing issues raised, and for directions to take the end of the tale.
