A lot of cowards are going to tell you this would work better as a -J, but I really like this on the mainlist. I'm not sure if it being able to, like, kill people across wide spaces is really necessary, but it does kick off a kind of "punchline" for the end of the article that works really well. It's great. +1.
I'm not a big fan of how the picture cuts off after the "IN" part. Maybe someone could make a photoshop?

I feel like the switches of classes and the finalized containment notes are unnecessary, otherwise a pretty good scip.
I like the idea of an angry animated pelican who hates being stuck in a bad cartoon, and Paddy's characterisation is pretty amusing. I also like the presentation of the link with the WENR-TV incident, because it evokes the sort of things you'd see in discussion of conspiracies or paranormal events quite well.
Unfortunately, making Paddy able to kill people is extremely predictable and ruined the article for me. The dehydration mechanism is seemingly totally arbitrary, and the fact that Paddy can go around killing large numbers of people for very little reason makes this yet another 'super-petty anomalous god-being', which is a story I've seen too many times to interest me. It also undermines Paddy's characterisation as insecure and desperate for human validation because of how bad his cartoon is, because he has superpowers. It'd work better as a story if Paddy was either comically impotent or vindictive but limited in his abilities.
I've to admit. I came here running from TV Tropes with intent to downvote since the description there pretty much say "someone ignore the lockbox test and call this thing Keter".
I'm glad that you already fix that and the rest is good enough, so I upvote it instead.
While I wish he wasn't capable of anomalous murder and was simply an angry and ultimately impotent little cartoon god, I like the dialogue enough to upvote.
