Ah yes, good old mobile is a bit of a pain to write on. I can see why writing a backstory for this particular SCP would be challenging. I'm not the best at ideas off the top of my head, but what about it being some sort of prototype for some technology that maybe was cancelled? Or it maybe was created as a companion by a deceased inventor? I can't really think of any 'natural' ways of it being created, since it does have a TV for a head.
For interview logs, yes! They would be quite interesting to put into the article, since the skip's way of communication is rather obscure. They would need to add to the story though, so the idea of adding more than one log could work (when the SCP speaks, you could put a period after every word so it sounds more choppy when you read it, but that is just me throwing out an idea).
You can keep the addendum if you like, it just caught me off guard. In my view of the foundation, staff wouldn't be so eager to let any SCP roam freely around the site. The foundation is supposed to be a somewhat harsh (but not to the extreme) place, and other people may think that as well, so be careful.
I do like the actual skip concept, object heads are pretty cool if I do say so myself. It just needs work on the backstory, once you get that figured out you may need to tweak a few things about the actual SCP as well. Sorry for the long post!
