There aren't really rules on the site that are specific to tales. They can be any form of writing. Tales are generally expected to have some sort of at least tangential relationship to the SCP universe, but even that's more of a recommendation than a hard and fast rule. The general recommendations on writing that you can find in the guides, of course, apply. Also, I would recommend doing more than "skimming." One of the best ways you can prepare yourself for writing on the wiki is to familiarize yourself with what's been successful here, to the point of developing a feel for what works and what doesn't.

This sounds like you're trying to adapt a pre-existing concept to the SCP wiki, although this sentence isn't terribly clear and I could be mistaken. Not that it really matters all that much; if it's good and it makes people want to read more of it, then it's appropriate. If it's not, then it's deletion bait. But I would avoid trying to shoehorn something in just because it kind of maybe matches what you imagine the site to be.

As to the piece itself:
Generally speaking, this isn't well developed at all, and as a reader I have no real reason to care about this. There's a lot of stuff that's written as though I should already be familiar with it; the beginning note is almost meaningless, aside from the "I must collect people for something" reason for the plot, I suppose. There's background and details that are just dumped with one sentence and then forgotten, making this feel really slapdash and careless. And, as described above, the writing is confusing in a lot of places, mostly due to inelegant word choice and sentence construction.
I would recommend reading more, both the stuff on the site and books in general. There's a lot of fundamental issues related to writing and story construction in general that you'll need to sort out before attempting something that's ready to post to the site.
