What is unclear to me, how should SCP-2596 specimen, even in large numbers, be a risk to foundation security? A mass arrival might be hard to keep unknown from the public or might be hard to contain, but in my opinion, the "Keter" classification would only be justified if either proof for a mass arrival in the foreseeable future existed, a concrete disease threat was identified or, which might be the most interesting case, if the temporal wormholes would have some side effects, like drawing other species with them or attracting unwanted temporal attention in general. Maybe consider categorising them as Euclid, or at least start there and update them to Keter if there is a concrete threat?
Also, this sentence seems a bit wrong to me: "Although the sudden arrival of large numbers of SCP-2596 pose the greatest danger to Foundation ", I would say it should "be poses" or "might pose" depending on what you want to convey.
With some more case examples, you can definitively push this story into an interesting direction!
I like this…especially the implication of many thousands of imminent arrivals (like my Singularity story idea).
