Alright. So this is not great for a number of reasons. The main one being that it doesn't make any sense whatsoever. You don't adequatlery describe the various parts you have here, nor tie them together in a meaningful way.
Also, the 3000 slot is not currently open for an article, and when it is I suspect there will be a contest to fill it, as was the case with 1000 and 2000. No biggie, but choose another number.
The containment procedures make no sense, and are not explained or given hint as to why they are that way. What does SCP-3000 becoming "corrupt" even mean? What the heck are -P and -Ch? How do they reset time?
You start off by saying that SCP-3000 is both a chameleon and a painting. Then you say there's a system of connected buildings that you can teleport between. Nowhere do you explain why or how these are connected. Then you say SCP-3000 is called "the system" (you should never refer to an SCP by anything other than its number BTWnyoy also say "the museum" and "admin", don't do that.). But wait, you said it was a chameleon and a painting? And you never say what SCP-3000-Ch is, or why SCP-3000-1 has it.
You also say SCP-3000 attempted to contact -1. Which part of it did? Was it the chameleon? What does -2 have to do with anything?
The interview is just strange . I understand what you're going for, what with -1 being God or just spooper powerful but it comes across as cheesy. "What am I? I am time, my dear." Things being spooky and powerful and laughing at puny mortals doesn't really fit in here, and it doesn't make for an interesting story.
Normally I'd give advice on how to better ideas, but for this one I am at a loss, beyond telling you to clarify what exactly is going on here and tie everything together somehow. It may make sense to you, but these things do not seem like a cohesive SCP.
