I hope this is decent.
While this could be developed in a potentially interesting and unexpected way, I'm not seeing it so. You can go a lot more in-depth in describing the containment procedures, for instance. Adding a recovery log where the object works exactly as it should is extraneous boring cliched details. Your convenient tacked-on recovery note is convenient and tacked-on as well - this kind of thing only works if the note itself is of sufficient readable substance to excuse its inclusion as a half-hearted reason for an anomaly to exist (examples include SCP-1935 and SCP-1638, which have convenient explanatory notes that relate thematically to the anomaly and explain "why they exist" on a more substantial/conceptual level than "this guy made it to do ___").
Great concept. I like the 20$ concept, as it makes it harder to contain, although I'm not sure it's Keter class. In the note, you continues to italicize after the note ended, which usually doesn't happen. Also, it references you need to keep the economy in check, but then says it only uses value from one date? Overall pretty well designed, I'd upvote.
