Not a lot of nitpicks:
I think you can streamline your SCProcedures a bit.
SCP-XXXX is to be kept under surveillance within Site-██'s anomalous items storage locker. |
Would handle the first couple sentences. The '- either accidentally or purposefully -'and 'they should be killed after placement effects manifest' could be better written as:
Individuals affected by SCP-XXXX are to be be remanded for study or termination at the discretion of research staff assigned to the object. |
During a period of roughly two minutes SCP-XXXX will become unable to be removed from the subject’s head.
Not that it's even an issue, but I don't see why this needs to be part of the anomaly.
Overall, I'm left uninterested. Without any further context or background, it comes off as a generic magic item. You can focus on the possible creator/history of the object, its time in containment (possibly with illustrative test logs-provided we can learn something interesting or shocking about the item simply restating its affects in test-form), you can focus on the stories of the people affected by it, etc. The viral video just aint cutting it, unless you want to explore those characters and their situation further, it wouldn't hurt anything to get rid of it.
I can't say I understand the connection between 'animus' and the animal brains, either. Unless this was made with the intent of developing one's anima/animus, and something got really screwed up somewhere in its creation.
