Ok, so, I'm just going to tackle high-level issues here.
MOST IMPORTANTLY: Let's get to the core anomaly itself. It makes people near it unlucky in very precise and absurdly powerful ways. Ok. It makes people who touch it even more vastly unlucky, including changes in behaviour and personality which bring it into bad compulsion effect territory, for 13 days. If they survive this, it does what SCP-028
does, only less interesting and with a weird guru figure and more pyrotechnics.
There might be something to the misfortune and increasing tiers of survival in return for knowledge, but right now you've got this thing cloaked in way too much text trying to make us believe that this thing is terrifying and powerful. Something being powerful or dangerous doesn't inherently make it any more interesting, nor does including random anomalous effects and powers.
I recommend you scrap this draft entirely. If you're still interested in pursuing the core idea, I recommend you take it to the Ideas and Brainstorming forum to make sure it's unique enough from past SCPs and maybe flesh out some parts of it, and then write it in a much simpler version. Plain language, cut way back in the bells and whistles, and don't try to convince the readers that this thing is God. We won't buy it. Focus on telling us an interesting story, instead.
