We all know that Safe objects don't equal non-dangerous, so are what some SCPs that are Keter but are harmless or don't kill you on sight. I remember one who fit that description but I can't remember the details except he was a man of Russian decent or something like that.
SCP-2293 is Keter purely on the basis of the difficulty containing it and the disruption of normalcy it poses. The actual anomaly in question is entirely harmless.
SCP-2277 is Keter for a similar reason, though its effects on people are arguably deleterious, if not outright dangerous.

If you take http://www.scp-wiki.net/jonathan-ball-s-proposal as canon, if it's an early-warning system instead of an SCP creator, it's not dangerous.
http://www.scp-wiki.net/scp-990 is documented as having killed at least one person, but seems to be more of a warning system, rather than creating disasters, so he's mostly non-dangerous.
SCP-871 is completely harmless, so long as they keep carrying out the containment procedures.
Arguably, SCP-055. There's a chance it could be actively dangerous, but it hasn't actually caused any harm that anyone's aware of, and seems to be self-containing. Its keter status is mostly an "erring on the side of caution" thing.
