[UPDATE:] progress has been halted for a while, as I have been preoccupied with school and illness, as well as the fact that I'm gathering more information before I begin writing again.
My advice for brainstorming is to ask yourself questions. Where does the garbage can send things? Is that location important? Maybe it's trying to get people to study the location it sends things because something scary is there, but it has no other way of communicating with people. Ask yourself about every detail. Why is it a garbage can? Is it actually a garbage can?
That's what I feel is the best way to expand on a concept. By asking yourself questions, sometimes you can see a common theme or an interesting idea for a story.
You know, I was thinking it had some intelligence, as in my last draft I had an Addendum that included a test where the object transported a bar of soap into a researcher's mouth mid-sentence.

Fascinating. This would really make a great article. You could establish where it send objects, and why. It could be an area of interest on earth, it could be another dimension, whatever! Then you could add test logs involving exploration devices sent through the garbage can. Something scary and mysterious could be on the other side.
I personally do not like the idea of an intelligent garbage can. I am not a fan of making everything intelligent (like toasters, Rubix Cubes, houses, literally everything), but that is just my opinion.

Well, caveat. You can have this information in the article, but it should be clear how the Foundation was able to figure these things out empirically. Just dumping the information like they magically know everything about the anomaly makes it hard to maintain suspension of disbelief.

I think we've already got an SCP article about an inter-dimensional trash heap that gets stuff from all over the universe, as well as an interdimentional landfill that a garbage company run by aliens keeps dumping into. Definitely do your research in existing stuff before you start drafting again.

I'm not too big on this approach, mainly because we've seen it so many times on the site already. OP, if you go this route, make sure the material you introduce doesn't bog down the article.
