A lot of people were concerned about the power source of the ''Black Hole Killer'', and although I am aware that I should not go into every small detail, I feel as if I should address this.
What I had in mind is that the ship itself should be powered by either a zero-point power generator (Which would make obtaining negative mass easier), or a time crystal-based power system. Either that or a wormhole leading to an alternate universe where everything is made of negative mass, or maybe to a negative mass star (A hypothetical star)?
Now for answering questions and addressing other comments:
Unless what is doing all this (let's say like a big cannon or something of that nature as an example) can and is containing that level of mass or can anomalous create that mass to accommodate the size of the black hole.
No, this is not what I had in mind. I was thinking of a one-use ''suicide ship'', as it were. Basically, after the ship leaves the system (Probably with STL or through some other means), the ship would try to move to a safe distance away from the solar system in order to insure that humanity isn't affected by the effects of the gravitational waves that would be created as a result of an Alcubierre drive jump.
As for how it recognizes where it's supposed to go, the ship is either manned by a live crew with pre-installed coordinates, or the ship is piloted by an A.I. using quantum computers to recieve messages from the Foundation.
Barring weird physics loopholes, you'd need about 3.8 stellar masses of negative matter to cause a black hole of 3.8 stellar masses to stop being a black hole (meaning it has too little effective mass to keep it as a bkack hole). And, again, that's the size of the smallest black hole yet discovered.
So any civilization that can feasibly move around that kind of mass is basically working on god-tier levels.
Keep in mind that I have yet to decide the power source, and also, remember that a black hole with the width of a nickle is capable of this. Also, what I meant by the SCP technically being a black hole was that if one wasn't careful enough, the Alcubierre drive could create a black hole.
