Here's my own interpretation of what it might be like.
EDIT: Also, regarding your questions, I feel the Foundation wouldn't skimp on the food, because a) they can afford it, and b) their employees are out risking their lives/sanity every day - giving them a decent meal doesn't just seem like the right thing to do, it's also a good way of preserving morale (for the same reasons, I feel that employee salaries and health benefits would be above average, too). Not saying Michelin-grade food, but something resembling a decent home-cooked meal, which would be especially appreciated by employees living on-site.
I doubt they'd allow anomalies to be used to dispense food, though, no matter how whimsical or harmless-seeming said food might be. Yes, 294 is kept in an employee break room, but it's a Series 1 article - that kind of stuff would never fly today.
