I don't think it's been done, but, at the very bare bones, it's just a fisherman with slightly unusual powers. There's not really a story being told here, or anything intriguing to keep the reader reading.
I've seen you suggest many ideas (others have normally got there before I did) that are basically a 'thing that does a thing'. Whilst that was acceptable when The Foundation started, since then we've moved a lot more toward story-telling rather than just mysterious objects/people. I suggest reading more of Series III to get a taste of what's accepted now, as well as reading the guides carefully to avoid common mistakes, such as this guide.
It's good you have lots of ideas, it really is. One of them more bloom into more of a story, and people will be happy to guide you towards more of one. At the moment, I can't really think of a direction for a slightly mysterious fisherman (and its fish) to go in that would tell an interesting story.
