Because it is an SCP file framed through the use of prose. The beginning and end, and the two collapsibles not containing documentation are as close as it gets to 'tale', but the bookends are there to provide context to the 'who' who is accessing said file, and contribute to atmosphere as an added bonus.
There is a lot of prose besides this, but throughout the rest of it, it is the same as any transcription one can find in other files. All of the video portions, while in second-person, are part of the SCP documentation. The SCP to tale ratio isn't half, more of it is the file than the tale it's just the way the SCP file is presented. It made no sense to write them as (in-universe) transcriptions because there is no one alive to transcribe it.
It is literally and objectively a tale.
Except for the fact that it is not objectively a tale, as it would have held a spot on the mainlist as an SCP (and is tagged as such) had I not posted it here.
I'm glad you liked it (I think?) aside from that, I'll try to post the prose-free supplement soon, perhaps that would be more palatable.
