Hi author :)
First thing that strikes me is the picture is too big and awkwardly placed - I know this is only a draft, but that is something you'll need to fix before posting, if it gets to mainlist level.
SCP-XXXX is to be currently stored in Storage-Unit 18 inside Site-██.
I don't think 'Storage Unit' needs a hyphen.
to be first approved by Dr.██████ and/or Dr.████,
Apart from things like the Site, you shouldn't hide information in the Special Containment Procedures. You have to think that, in universe, someone reading this would know the Site because they're likely there, but they also need to know the doctor/s so they can contact them and know what tests are okay, and which aren't, or you're possibly setting up for more problems down the line (in universe, still).
otherwise sanctions may apply.
No need to say this.
Due to Experiment XXXX-2, test subjects are to be equipped with a large sick bucket for emergency use.
This isn't Special Containment Procedure, this is testing procedure, so it's in the wrong place.
The length of the table is 1.02 meters; width 62 centimeters and the height is 89 centimeters.
I don't feel this information is totally needed, personally. You could just say 'the size of a standard roulette table' or 'similar to the size of the same products commercially available'.
Also on the right side of the table is a small hole containing a single, magnetic chip

seemingly used to "make a bet".
Using quotes makes this feel a little strange - it's kind of a slip in clinical tone, as it just doesn't read particularly well.
(Example: Subject places chip on Red, wheel lands on Red)
I don't think you need to have examples in brackets. Either explain it with more clarity in the description, or hold off until the testing. Most people will be able to imagine what you mean anyway, and testing will help clear up any confusion.
$1000 PayPal cash
It's not essential to know that this is 'PayPal cash'.
another managing to find a successful relationship with a co-worker who once engaged in physical fighting between him and the co-worker over a dispute.
This is writing in a clumsy way and could do with clarification.
then the subject experiences an abnormal stroke of short term misfortune
Unless you mean an actual medical stroke, avoid using this terminology. It's too casual. Instead, you could say 'the anomalous effects manifest as…'
who began suffering vivid hallucinogenic effects for 12 hours or D-2581 who was immediately informed after the bet that his son had been diagnosed with Type 2 Diabetes despite him being a healthy individual.
These 'losing' effects are pretty dull; they're exactly what you would expect, the same sort of thing we've read many times on this site. It's not very engaging, basically.
Finally, betting on Green
Capitalisation is not needed here.
As of now only 2 people
When using numbers, you should write out the numbers between one and nine, then use the figures for 10 and up, unless it's units such as H x D x W. So, in this case, it would be 'only two people'.
Approximately 1 hour after the bet, D-2213 received an official letter from the Foundation, announcing that he would be allowed to leave up to 3 weeks earlier than usual.
Even though the canon of D-Class is disputable, it would be very unusual and unlikely that the D-Class are ever released in such a way, so this is universe-breaking. We also don't need to know he's African-American.
Almost instantly after the bet, he began violently vomiting an unknown fluid still being tested in a lab situated in [REDACTED]. Incredibly, the man vomited up to 5 times his mass amount clarifying the fact that the effects are in fact anomalous.
So this one case, of a guy who happened to have the 'flu, means that a bucket always has to be present? That doesn't make any sense to me. Additionally, 'incredibly' is too casual for an official report.
All in all, the actual object is meh. I see what you're trying to do, but it's something that has been played around with before, and it's not particularly engaging, with typical good/bad outcomes that anyone could guess were coming up. There's nothing unexpected, nothing surprisingly, nothing engaging.
