All in all, I like it. Some of it might need to be tweaked, though. The interview log probably should be on its own separate page. The idea's pretty good, but there's a bit too much here, you know?
I upvoted it, but it could be improved. Good idea.

What if someone was able to be isolated within 100 kilometers of people?
I was wondering this too wouldn't the complete isolation allow for the subject to deal with the changes much easier? Kinda seems like you might be able to use it to train telepaths, at the very least you'd get effective lie detectors heh.
SCP-405 is a memetic virus of unknown origin that causes the uncontrolled development of telepathic capabilities in humans.
…
Possible clarification 1: Memes are viral by definition. You could have easily just said "meme" instead of "memetic virus"
Possible clarification 2: It's a meme what makes you crazy.
Piffy is an SCP Foundation Moderator, Lv. 9001 Squishy Wizard, and Knight of the Red Pen.
I think Sorts' Rule applies here, 'Memetic effect + crazy to death = failure'.
It's not a meme, though. This falls under the umbrella of "weird mind shit". This is not an idea of any kind.
The vector for SCP-405 is the subject's final mental vocalisation, identified by most observers as a "Death Scream." This vocalisation occurs at the moment of death, regardless of cause, and has a range of at least 200 m, although the more advanced the disease the greater the range. Individuals who hear this telepathic signal are infected with SCP-405.
This right here, this mechanism of spread completely precludes it being memetic.
Addendum 405-01: Request use of SCP-148 in containment rooms. -Agent ██████
Denied, SCP-148 stocks are low enough as it is and we can treat anyone caught in the radius of a SCP-405 termination. In addition memetic readings predict terminal phase activation is a strength ████ signal, requiring ██ of SCP-148 to shield. -O5-█
Then there was telekill. What part of THE GOGGLES DO NOTHING is so hard to understand? Furthermore, what does memetic readings mean?
I see no way to confirm that this is a memetic, as opposed to some other form, of infectious agent.
Potentially it should be suspected as memetic, rather than outright stated as definitely memetic.
Well this is interesting. It was my first SCP and up until now seemed to get good feedback. Besides this is not a memetic effect that drives you mad, this is a memetic effect that gives you powers that you can't control. Suicide is not the end result, rather it is simple the most likely response, the powers themselves kill you most of the time.
Thinking about it, perhaps if I go through the train of logic behind this SCP, why I think it is scary, it might awsage a few fears.
I was in bed, it was 3:30 am. I was awake. This was not my fault, I was desperate for sleep, but my flat makes where being loud. Again. For the 3rd night in a row. I thought to myself, man, what if this never ended? What if they NEVER shut up?
Three (rather more sleep filled) days later, SCP-405.
The thing is, it's not memetic.
Sorts wrote an excellent article on memetic effects and what the term really means a while back. It will help you to look it up.
OK, I made some changes to make it seem less useful and clear up the memetic side. Thoughts?
That I'm glad you removed the "memetic" from the article. Unawares of its previous versions, I read it today and thought "Good lord, a decent mental effect SCP and it's not memetic memetic memetic memetic! Praise be to various shiny people sitting up on a cloud!"
It is a little superpowers-y, even if it's superpowers-with-extreme-downsides, but I still think it's okay. About the only thing I'd suggest is altering the bit about the Death Scream vectoring the infection. Just a little. That seems to be the only lingering bit of "meme what makes you crazy and die", and even that's completely salvageable… add in some stuff about it knocking people who sense it out cold and when they wake up they've immediately progressed to the "surface thoughts" level, and make it so that people can possibly be infected just by long contact of getting sent thoughts, and suddenly it's not some meme-thing anymore… it's your brain turning on its telepathic activity ability because it's being used.
It's kind of dumb but I liked it. (and thank goodness the memetic stuff was removed)
Having read this one for the first time, I thought it was an above-average entry. Many entries that are that long leave me with feelings of "does it get good soon?" before I lose interest and move on, but none of this entry feels awkward or forced. Solid job.
