This feels fairly standard - it's just a generic "something behind me" psychosis with disappearance it seems, at least right now.
Play up the antimemetics effects/weirdness in the interviews, emphasize what's missing - maybe even give that an effect on its own. It's not just static - it's the absence of sound. Regardless of how silly that notion is. Play with reader perception. Take a page from SCP-2747 - given that this phenomena is not unusual, there's plenty of opportunity for meta mindscrewiness, if you're up for it.
Nitpicks:
982 Foundation sites is a touch excessive for me. I wouldn't go above 200. At 1000, that's five per country.
The interview format is a bit jarring, with the capital letters. I'd check to see how other did interviews, and copy that format. SCP-3033, for an example of mine.
