It's certainly fun, but why did O5-x take the risk? If, as I'm assuming, it was simply to misappropriate testing funds to obtain vodka + relaxation, there should be some stronger, more technical hint to such. That way, the O5 seems merely unwise to the reader, rather than suicidally so.
Something to the effect of her/him mentioning a paycheck too small to allow such niceties would be sufficient.
Yeah, this is the problem when an author tries to focus on somebody else's character, as it can be very hit or miss. This seems to lean more on the miss side, and I'm finding it hard to believe that somebody of O5 level would concoct such a dumb scheme.
You know who is both underpaid and capable of concocting such a dumb scheme? A level-2 researcher. Sure, it's not as epic as an O5, but otherwise the plothole is large enough to warrant the story's deletion. Of course, it'd be a major rewrite unless the researcher was pretending to be O5, which would be far too stupid of her for words.
