Well, by "disposal method", I mean more along the lines of an "anti-reality warper". I.e., something inimical to the… odd… qualities of other SCPs.
Also, I have added a little something to make it "scary", at least in my mind: if he (I plan this guy to be a rather bland, middle aged asian man) comes within 5 km of an SCP, he undergoes the following, 3-step process:
1. He attempts to get close to and to destroy the SCP. At this time, he can be subdued in any of the normal ways a human being can be subdued. If he can't kill/destroy the SCP in one day, he skips the next stage.
2. Once he has killed an SCP object, he goes into "Purification" mode, where he does his best to kill every single sentient being within that 5 km radius. In this stage, he automatically knows the position of any sentient being that was in the radius at that time. This stage is indefinite in length, and only ends upon the killing of every single one of the aforementioned sentient beings. In this stage, he loses all empathy or personal attachment to any of those sentient beings; they could be his best friends during normal times, and he would still kill them all. He feels no remorse for any actions performed at this time. If he is killed in this stage, he is restored to whatever physical state he was in before stage 1 began, and then continues with this stage.
If he happens to kill/destroy an SCP in this time period, the people within 5 km of THAT destruction are subsequently targeted.
3. He calms down, and is restored to "the proper order" (i.e., whatever physical state he was in prior to his "episode".
Alright, I left one thing out; he isn't truly PHYSICALLY exceptional. A reasonably athletic person could subdue him in ANY of the above stages. Instead, there is the fact that he has a genius intelligence and incredible amounts of foresight; he kills through sabotage, blackmail, poison, hiring assassins, and so on and so forth. He only kills personally if he is in a position to do so already.
Why is that scary? Because I can see nothing more frightening than the inability to escape from something. At least you can make yourself feel better by running away from 682 or 517…
Also, this guy would be Keter, just because ANY SCP that comes within 5 km of his position triggers the above effect, which could result in the extermination of every person within 5 km of the killing. And, since SCP positions are practically "random", this could happen in the middle of a city. Or any other highly crowded area.
If the above isn't a very good idea, I'll think of something else.
Oh, and I have been lurking for about two years. Only in the SCP series, though.
