This is extremely intriguing, and I can't decide whether or not I understand what it's getting at. Either way, this is just really, really good.

My take on the transmission is that it's intentionally ambiguous (on Tanhony's part) and can be interpreted in two ways:
- Humans almost entirely wiped out the colony of insect-people, the survivors sent a distress call to their homeworld and went into suspended animation. Having received the distress call, the homeworld is pissed off, and the transmission is a warning that humanity better surrender or be wiped out.
- The insect-people are here to protect us from some external threat. They tried to warn us, but we wouldn't believe them, so they went into suspended animation so they could be around to deal with the threat when it arrived. The transmission is a warning from their homeworld that the threat is incoming, with instructions on what must be done to prevent humanity from being wiped out. Unfortunately, something went wrong which prevented the remaining crew from being woken from stasis, and humanity is screwed.
I'd prefer this as a main-list article. It's good, but it's not central enough to be an 001.

The only thing here that suggests why this is 001 is level four addendum, and while this addendum isn't bad, it is also not related to the rest of the article in any way. You can grab any main-list SCP, attach this addendum, and call it 001 proposal.
