I actually think this is kinda sweet, if I'm remembering the SCP this is based of.
The tower thinks humans are Gods, but is sad because we don't appreciate what it does in its love for us. Somehow, its convinced to build a New God. It's inert, but the Tower 'stands with it'. It has a God that does nothing, but the Tower is happy because its God is with it.
I could be misinterpretating it.
The way I read it, it sent out a signal to gather a bunch of humans together and tried to fuse them back into the form of the Great One at the behest of the dark voice. So now, they just have a gaint hunk of humans bonded together in a horrible fleshy Voltron-like abomination that is quite dead due to the general inability of humans to survive being combined into a horrible fleshy Voltron-like abomination.
Basically this. This uses a lot of the same kind of language as the COG, including the "broken God" line, but there's no connection there. The core of this is a story about making people into what you want them to be regardless of what they really are. The latter being humans, and the former being "horrible fleshy Voltron-like abominations."

Seriously now, i always suspected the tower actually referring to machines as the great ones. It creates these animals to fit more into the look of the servants of the broken god. Humans.
