A mirror that changes your form. I have seen this get written up at least four times since I joined, and every time it has sucked and gotten deleted. I have it in my head that it is pretty much an OK idea that would be fine if someone thought out how it should work, and wrote it properly.
First, I don't see it as a wish-fulfillment thing, but something developed by an organization as an infiltration device. It would be way too useful if it worked as intended — temporarily, predictably, and without major side-effects, so of course the one the Foundation has is kind of buggy. (I have it in my head canon that other government agencies palm off their failed weird projects on the Foundation.)
So, I've thought of two ways this can go:
1. The temporary, magical, version: You can transform into more or less anything, but:
— You have to really concentrate on (and understand) the details of what you want to be.
— Size is not conserved, but mass is. You try to become 682, one of three things happens:
a. You're a 15-foot-tall lizard made out of paper.
b. You look like 682, but are human-sized with no special abilities.
c. You are made of dense, resilient reptile flesh, and are 2 feet tall, because that stuff is heavy.
— The effect starts wearing off after some indeterminate amount of time, your skin starts to tingle, and you have about 15 minutes to get back in front of the SCP to convert back, or else the conversion will be uncontrolled (and the janitor will need a really big mop for you).
2. The somewhat more scientific, permanent version: In order to change your form, you need to go through an intermediate, amorphous phase, and through better living with chemistry and radiation, that becomes your new life: An intelligent blob of protoplasm that can learn to temporarily transform itself into other forms. It's a skill — one you never knew you had — and of course, some people are better at it than others. Also, it's tiring work, so you can only transform for a few hours. Plus, you tend to convert back when startled, stressed, etc.
For extra fun, you can combine with one or more of your amorphous friends; the combination becomes stronger, but less intelligent, as it grows.
I'm not sure which approach is better…
