It's short. Any ideas as to how to make it work? I suppose I could explain how it fell into the foundation's hands, since that would probably be important considering the massive implications of such an object not being contained.
Um…the way it is written, the cup sucks up stuff until it is full. That's not much liquid. Fill it with concrete or drop it into the ocean like Angus suggested. Now, if it kept going…well, then it would be a problem.
I'd also consider the 92% deal. Rather, once it starts going, it keeps going grabbing all liquid until it is stopped. You'd have to come up with a way that it was found/stopped (I don't know, maybe it was trying to suck up water and was found with a chunk of ice on it - means you have to reduce the sucking power as well). Maybe it could be contained by a really strong cap or by being kept in a vacuum. This would probably reclassify as a ketter.
Also, not keen on the use of grams. Should be milliliters or something. The line " The tank and cell are to be locked to prevent containment breach by untrustworthy staff" seems unnecessary to me.
