Let me start with what didn't work in my estimation:
- Is this even an SCP? What you've got is a law that appears in every human society, that causes violence and that has some sort of strong impact on group behavior. There's a high number of regular old non-anomalous initiatives and or laws that could fit that description.
- Too much blackout. Sort of tying to my statement above. Because there's no specifics whatsoever, there's no hook except for the above, which you could apply to any number of real-world phenomena. Also, there's kind of a weird paradoxical thing where too much is censored, however with some research I could pretty easily deduce what the secret is just with Google (same with the incident report involving the Junta - UN embargoes and such are hard to keep secret)
- Overall, not grabbing me. What you're describing isn't nearly weird, strange or horrifying enough to hook the reader.
Now, that being said I'm impressed by the concept. I've always wanted to see more political-based SCPs (the Foundation is, in the end, a highly political organization), and this is a really original idea that I think is definitely worth exploring. Also, I think your writing is strong and you're clearly capable of executing something like this.
I would recommend playing around with this; maybe consider giving us some details of what the law actually does, and making it maybe not quite so universal (i.e., SCP-XXX has manifested in [redacted] countries over the last year etc.), so that there's both more for us to work with and more mystery. This could turn out to be quite interesting. Keep at it.
