This SCP is a temp agency that doesn't actually exist (i.e., no records, all that jazz) that sends temporary employees to any business "contracted" to them (no one is actually sure how a company is determined as contracted.)
These temps are pretty much always the same; there's one "secretary" temp, a "security guard" temp, an "office worker" temp… They are all very good at their jobs, and are eminently like-able people (a memetic effect was suspected, but discarded because they are actually just that nice of people.)
However, these temps are increasingly unlucky at work, culminating with them dying one day before the job employing them would pay them. Attempts to prevent this death just causes the next accident to be worse; an attempt to prevent the death of a secretary once caused an office fire, for example.
And then, the temp's resume is sent to human resources…
They don't specifically remember anything about their "new" workplace, but still subconsciously remember details like layout, supply placement, and the general mood of the workplace.
This continues to happen until the organization ceases to exist through some means.
The Foundation is a contractee; so is, as far as I see it, MC&D. The horrible thing is that the temps offered adapt to the needs of the organization hiring them, and, well, one accidental hire allows the process (at least for that position) take hold.
So, yeah, remember to look at those contracts for new researchers REAL closely…
