I like it a lot and i know its the electricity doll but i still dont get why it becomes a giant bug.

Secondly, it doesn't become a giant bug, a giant insectoid decays into it. Because hey, that's how reality brakes sometimes. That it was an insectoid is arbitrary, as its decay. It could have turned into a pile of chitin, and the Foundation would be containing a pile of chitin that affects conductivity in odd ways.
There's two alternative contexts you can apply to this. The first is that this, in its independant entirety, is how SCP-1168 developed. The second is that it's the process manipulated by whatever other agent set out to create a doll. The series was written with the intent of its parts being related. They're just not in the proper order.
Funnily enough, this was my original history for SCP-1168. Parts one and three are based on concepts provided by others, but this is essentially what I had in mind when it was first written.
