There will never be an SCP 000 or 001. 000 isn't part of the numbering system, and 001 is "officially" too top secret to be revealed. The proposals for 001 aren't actually intended to ever be in the 001 spot but are supposed to be some kind of smoke screen to obscure what 001 actually is.
Actually, there are nine different SCP-001's. People don't want a specific 001, so authors like Gears, Clef, and Bright have submitted "proposals" for it. You can find them here. As for SCP-000, I highly doubt such a thing will ever exist.

We had an SCP-000 in the very first wiki. Some douche who thought he was hilarious made a Rapture ripoff from Bioshock, and pasted it in every single time we deleted it.
When we moved we made sure he wasn't allowed on.
Ok, I wanna put my two cents in. I now understand that there is never going to be an official 001, and that it is officially Super top secret. I also understand that there is no canon. But by God, I want to know what everyone's headcanon says 001 is.
Ambiguity is a powerful thing. That is why SCP-000 and SCP-001 will forever remain a mystery. [REDACTED] and [DATA EXPUNGED] exist for the exact same reason. Leaving mystery in regards to the aforementioned SCP's further engage our intrest as well as the interest of newcomers. Think of it this way; How exciting would life on Earth be if we knew everything there was to know about Earth?

While I'm here, my headcanon is that the creation of the universe was funded by Kickstarter, and that all SCPs are the self-inserts of people who donated to a certain level. All the anomalous items are the same, but at a lower donation level.
There's something that gets under my skin about SCP-000. It's obvious that it's just a filing error or some shit but…Could the existence of something such as that actually exist? Perhaps the file is ACTUALLY real, but it's closed off to everyone except 05 and hidden as just a simple filing error. Ha.
Eh, I think it'd be more interesting to read everything that got filed there by accident. Like, I remember reading a news story about a guy who got a vanity plate that was all 0s (or something like that), and he got pulled over for having like hundreds of records in the police database… because that was what they typed in to show they didn't know a plate number.
So not everyone in the Foundation is tech savvy, and a lot of people are pressed for time. There's got to be a lot of new SCP submission forms, requests for info on SCPs, delivery/logistics forms, or the like misfiled under 000. You could even do a tale about people whose job it was too check that buffer and try to figure out exactly where they were intended for, lost mail style.
