Containment procedures:
Formatting is off here — it would be "Special Containment Procedures" just like it is for every other skip.
If a person matching SCP-XXXX's appearance is identified, 05-07 is to be notified.
Firstly, "O5" not "05." Secondly, notifying a particular person (especially a particular member of O5 command) in containment procedures is generally frowned upon. Secondly, why O5-7? Don't all of them have about the same job description?
SCP-XXXX first came into contact with the Foundation after it survived close contact with [[SCP-076|SCP-076-02]] during a containment breach in 1972.1
I'm not seeing any kind of reason for this crosslink to exist, to be totally honest — it seems like it's bringing in a popular SCP just for the sake of bringing one in. This is gonna go against most people's headcanons about the Foundation's ethics committee — as the most popular tale about it established, people drawn into the ethics commission would be established researchers and personnel who have already worked for the Foundation for years, not fresh graduates who just happen to have a relevant degree.
There is no canon, but to me, the former makes a lot more sense than the latter, and I think readers would be likely to agree with me on that.

This seems like an easy out — I'd be much more interested in seeing what the Foundation would do with the guy once they had him.
Ethics Committee member has proposed to allow SCP entities to become advisers of the Committee.
Noo, I cannot see that happening. If anything, I can see the Foundation going "let's review every single decision we have made over the past years because of this guy and see if they were compromised."
