Any staff with medical histories indicating injuries or illnesses (including genetic and chronic) are to be barred from working with SCP-1342 (mild colds and influenza do not trigger a reaction).
Unless you plan on cloning Bruce Willis' character from "Unbreakable", you're going to have a hard time making up a competent research staff consisting solely of people who have never gotten sick or been injured and have no genetic or congenital maladies. I see you've crossed that part out anyway, though… which personally is a big pet peeve of mine. Containment procedures shouldn't have paragraphs and paragraphs of stuff which is no longer relevant - in-universe, that stuff would simply be deleted from the file entirely.
All Foundation staff are considered a "Human Health Hazard" by SCP-1342.
There is no need to put human health hazard in "quotes" or in All Capital Letters.
The 7 km x 7 km area containing SCP-1342 is surrounded with a 3 m high concrete wall, topped with electrified railings. Loudspeakers, cameras and motion sensors are placed every 50 m along the wall to order off any instances of SCP-1342.
That's a ridiculously massive containment area - and with cameras every 50 meters along four walls each 7 km long, that's 560 cameras. Who's watching these things all the time?
IMMEDIATE TERMINATION OF ANY HOSTILE INSTANCES OF SCP-1342 IS THE ONLY DEFENCE. SHOULD ANY SCP-1342 BE ALLOWED TO DISCHARGE FIREARMS, EVERY SHOT WILL KILL OR SERIOUSLY DISABLE THE TARGET.
FORMAL SCIENTIFIC DOCUMENTS DO NOT USE BOLD FONTS OR ALL CAPS TO INDICATE THAT SOMETHING IS IMPORTANT.
Description: SCP-1342 was discovered in early 2001 approximately 150km north of Odessa, Ukraine. Reports of humanoid robots from towns in the area resulted in Ukrainian military action, prior to containment by the Foundation. Military actions by the Ukrainian government have resulted in 100% KIA or MIA rates among those that entered the area prior to containment. Approximately 1500 members of SCP-1342 have been reported within the contained area.
No, you start the description by describing what the object is. Think of it like writing a newspaper article - the most important details should be in the beginning of the article. If this containment file were about, say, a nuclear bomb, you wouldn't start by saying "In 1934, Leó Szilárd proposed to the British Admiralty Board that splitting the neutrons in a lithium atom could produce a self-sustaining reaction producing massive quantities of energy…"
SCP-1342 then appears to conduct a scan of its subject.
Define "appears to conduct a scan". Does it whip out its tricorder? Does it cast Detect Alignment on them? Does it order them to pronounce "vespene gas"?
the subject will be directed certain buildings in the contained area for what SCP-1342 has been know to refer to as treatment
How do we know what it refers to it to if it kills or kidnaps anyone who comes near?
The rest of the article just ends in mid-thought. The robots chop people up, take them to some building, and then… nothing.
Overall, this is just a thing what fights good and kills you for no reason, and the containment procedures don't seem to be any good at actually containing the phenomenon. Realistically, if the robots were as big a threat as you imply they are, the Foundation would firebomb their buildings, drop a couple EMP weapons to neutralize the robots, and scoop up the debris and any still-functioning units for transfer to a site far away from any populated areas.
