Author, this could have benefitted more from starting in the Ideas and Brainstorming Forum. As there are large conceptual and macro-level issues, we will focus primarily on those.
SCP-3261 is to be contained in what appears to be the bedroom of a young girl. No toys are allowed on any circumstances, even if SCP-3261 requests it. SCP-3261 is occasionally seen communicating with an entity only it can see. If this happens, immediately call for personnel level 4 or personnel granted access by level 4.
Your special containment procedures are a mixture of extraneous information(there is no real reason why the room has to look like a bedroom, since the description doesn't indicate that containment becomes more difficult otherwise), in-universe errors(Level 4 Personnel are usually MTF-Commanders and Site Directors, senior research personnel might be more appropriate) and misplaced description(SCP-3261 occasionally talking with an entity is relevant to the description, not containment).
In regards to fixing the procedures, I recommend both reading a variety of successful SCPs from Series IV(standards of writing from the other series may not be applicable today). I also recommend checking out this guide on writing this section.
SCP-3261 is what appears to be a young human girl, approximately 7 years of age. It has waist-length black hair that has white ends.
Unless the girl is actually something else, which isn't implied or stated, it is more accurate to state that "SCP-3261 is a human girl." Saying the girl is young while also providing a young age is redundant.
SCP-3261 has requested many items, which include some of the following:

● A drawing pad with pencils [ Access Granted]
● Files of SCPs 001, 3999, 3260, and 3262 [Access Denied]
●[DATA EXPUNGED]
● Experiment files on different SCPS [Access Denied]
I've seen this sort of thing pop up a few times in drafts and I'm going to give you a pair of seemingly contradictory opinions. First, the Foundation is not a hotel; it will not cater to, or consider an SCP's desires or wishes without justification. Second, the Foundation's job may become more easy by building a rapport with its humanoid subjects and keeping them sane and somewhat comfortable, as opposed to depressed out of their minds and paranoid. That being said, I recommend stating what SCP-3261 has been provided based not on its desires, but rather on what Foundation researchers have deemed sufficient enough to keep the SCP comfortable and sane. I say this because there are some readers who will automatically react poorly to the 'list of requests' that have popped a few times.

This refers to the entire interview log. This dialogue sounds incredibly robotic and identical. Both Greenfield and the interviewer display no unique character and the tone is casual to a fault, especially since you state that Greenfield has termination sitting on the table. As of right now, this is the second weakest part of your article. There's no guide dedicated to dialogue (yet) but I will recommend that you read through SCP articles with heavy focus on their interview logs. As a general writing tip, I also recommend keeping track of conversations you hear in general as it can help you in regards to making speech sound unique to the speaker.
3261 claims to be aware of other universes and dimensions, and also claims to have communicated with some of them. This means SCP-3261 can break and fix the space-time contineum at will.
This is the weakest part of your article. First of all, this is not written as an anomalous humanoid; this is written as a girl who claims to be an anomalous humanoid. There is no justification besides questionable testimony, and the reader has nothing to go on other than the fact that the Foundation has locked this girl up. Are there observations? Is there evidence of these conversations besides the SCP's claims? What proves there has been a breach in the space-time continuum? As of right now, your SCP is just a little girl who says she has an imaginary friend without any Foundation evidence backing this up.
Even if this were true, this is an inherently problematic concept. This is mostly because it just feels like the "imaginary friend but actually real" concept which I've seen before outside of this site, and I'm sure there are readers here who will feel the same. I recommend bringing this to the Ideas and Brainstorming Forum.
This is not a comprehensive list of the problems in this draft. However, line-level analysis cannot provide you the maximum utility possible with the concept that you currently have. That being said, I strongly recommend that you bring over a one paragraph summary of the SCP you want to write to the Ideas and Brainstorming Forum. The users there will provide a general polish, as well as help you flesh out your concept into one that is more interesting, nuanced and/or flexible to narration.
