Yes, that was a somewhat humorous note at the end, but it's also one that can & does happen. I've worked at enough places that used form letters where, yes, you hit the wrong key or just accidentally forget to hit a key at all, and the letters go out to print. And usually, they get picked up, put in envelopes, and mailed by office assistants who don't even look at the contents because they don't have time to and it's not their job anyway.

I don't really know what to say, it isn't bad, I guess "meh" pretty much describes it. A form letter that reminds us so many people die that they need a template, and then finishes off with a bad joke.
Rather sad, but in a good way. Shows how little the Foundation cares about the U.I.U.
Erm, this story is part of a canon where the Foundation never existed. The implication is that with no Foundation, Bright and Gears ended up in the UIU.

Then why write it as it is in the first place? Why not use it as the beginning of a longer piece? If you don't want it downvoted, and don't want it upvoted, why does it exist?
Actually, after some thought, I'm changing this to a downvote. It's an interesting little piece and I like it, but it's just so brief and there's really nothing here. Like you said, this should be at the beginning of a longer UIU piece.
It would certainly make excellent ancillary material.

Upvoted with the thundering pation of a thousand mewing kittens. Reading the UIU tale just before this made it flow alot better, and seemed to draw from and add to that tale. The note is completely believable (considering I have recieved a very similar one before).
