Personally, I read it as 343 rigging the system because he wants to be safe-class.
Realistically, he is only contained voluntarily and could leave any time. And it's explicitly stated in the text that he influences staff mentally at least to the point where they wander in to chat all the time, despite the Foundation's best efforts.
So it's not a big jump to conclude that gee-oh-single-dee, is setting his own class level. Either with a straight up reality bend, or by influencing staff to make the decision he wants.
In my opinion, if you are going to be writing the names repeatedly it is best to give each party a short placeholder designation that are visually distinct from each other. SCPs should almost always be referred to by number, to keep clinical tone.

Interview of subject D-8675309 (Subject) conducted by Dr. Jaqueline Hyde (Dr. H) after test #17 of SCP-9898.
Dr. H: Please describe what you saw
Subject: It was crazy, [EXPLETIVE] crazy! Turkeys everywhere!
Dr. H: Please remain calm. Did you see where the turkeys came from?
Subject: Straight out of the faucet, a whole [EXPLETIVE]load of turkeys as soon as I turned the tap like you told me.
Dr. H: For the record, subject is referring to SCP-9898. Currently presenting as a lime-green bathroom sink.
