Pretty sure they mean SPC-148, as 143 has no properties that would be useful for this purpose, while 148 quite clearly does — the fact that entry Experiment 040 refers to 148 instead of 143 would seem to indicate this as well.
So, uh, I didn't think we were in the business of giving SCPs whatever they wanted. Why hasn't 040 been terminated?
Sure, we can keep her under control for now with 148, but as the incident with Fish proved, that isn't a catch-all solution. Besides, she can barely control her powers, so is there really any point in keeping her?
The point in keeping her seems to be the potential that she has. Granted she has no control over what it is that she can do now, maybe in the future she can eventually get a full grip on it in which case she could be a powerful ally.
That also seems to be an answer for why she is allowed whatever she wishes. When, and if, she grows up and manages to control her powers, if she has mostly fond memories of this organization then we may have an incredible power at our disposal. That and she is an adorable little child, which may have softened the hearts of some.
Also, it's limited by standard security protocol, so it's probably not as expansive as all that.
Should the clothing organism be designated SCP-040-01? Or SCP-040-00 since there is an SCP-040-1?
Since 182 is no longer the "benevolent telepath" but the "living font of inadvertent madness," I can see no reason for 040 to be attracted to him. As such, I have removed his reference from the article.
And I reverted it, cause what you think doesn't matter.
ASK before you EDIT. If you do it again, it's a 24 hour ban.

Apologies. I would explain why I thought it justified, but at the moment I'm rather tetchy by reason of new braces, so I'm just going to save the rant for another time/never.
You know, upon further consideration, having this little girl actually like 182 despite his effects (or perhaps because she's in the 3% that are immune) really does up the creep factor. They're kind of the same thing, if you think about it, just with different focuses. 040 mutates physical objects, 182 mutates mental states.
Ok, so I checked this(it's nice…) and then went to check 148.
Then I came back again just to be sure I didn't miss anything and I still have one question: why aren't the "mental shutdown" effects of regular exposure to 148 manifesting in 040?
Because this one uses an older version of 148, from before it had that effect.

Yeah, I've been meaning to get around to asking the author to remove those.
You know what, consider this a request from the current author of SCP-148, directed at the author (or any staff that might have authority to make substantial edits) to remove any and all references to SCP-148 from SCP-040.
Alternatively, if this would be considered a minor edit, I can do so myself with staff permission.

Alternative in-character answer: 040 is immune to the effect (possibly even suppresses it), and personnel hadn't figured out that effect independently.
I particularly liked all the added documentation. It gives 040 a more realistic nature when all progress (and lack thereof) is noted. Looks like it could go on for many more pages.
In regards to the above posts, I found the connection to 148 very intriguing. It could even use more details, but in no way I find it best removed.
"Tests have deduced that subject has an abnormally high central internal body temperature and pressure, upwards of one thousand, six hundred and sixty eight degrees (1668) Celsius and six (6) kiloPascals"
Normal atmospheric pressure is 101 kiloPascals, so that's actually a reasonably low pressure, maybe it's meant to be 6 megaPascals? That would be 59.4 atmospheres, so more than high enough to count as abnormal.
All personnel dealing with SCP-040 are to be perfectly content with their lives, and have no hidden or deep desires
Ruins it for me right there, in the first paragraph. And then, somehow, it gets worse.
