Its a (copyright?) license. If someone wants an item protected under this usage license (maintained by some unknown anomalous government entity), they can do that with multiple options:
- location license: an area of space that, if anyone else but the license owner or other permitted persons manipulates anything in there in any way (like bring an item into or out of that area or dig a hole), violators are punished
- usage license: Self-explanatory, don't touch it
- communication license: Don't talk about it
- knowledge license: essentially makes the object in question an infohazard
Punishments becomes increasingly more severe with each violation. The first instance or so are monetary, but if the violator has no more cash on him or herself then punishments can involve in life-span partitioning, blood rites, etc. Punishment methods and license types shown here is just a handful; maybe there is more.
