It's a normal object like a teddy bear or something, but there's some corporate drama within the foundation that led them to "contain" it anyway. Maybe an official became obsessed with it, maybe a paperwork mixup, maybe it just… appeared here one day and nobody knows.
Isn't that basically what "http://www.scp-wiki.net/scp-1152" is? A normal person that everyone is convinced is an SCP?

I mean… I personally would downvote because I headcanon the Foundation as incredibly competent. Maybe this might work for a joke article, but I feel like we might already have something spoofing bad records-keeping.

I don't know, I personally like it better when a game streamer for instance could play the game decently and only fails when an honest mistake is made—an incompetent streamer is funny as a meme but not for long.
A game would be far more enjoyable if it's competently made, a glitch-filled monstrosity like ME:Andromeda would gain scorn and just frustrates the players. An incompetent enemy character would just leave bad aftertaste and gives you no satisfaction in defeating them, while incompetent protagonist character just makes you want to let them die and leave the game for good.
A certain level of competence is needed to make a piece believeable and enjoyable.

I headcanon the Foundation as hyper-competent, so… yes, competence is entertaining. For me, anyway. I like reading about a job well done even against unfortunate odds.
Aside from some joke articles, there are only so many things the Foundation can be portrayed doing completely wrong before it doesn't even feel like the Foundation anymore. Suspension of disbelief is an important aspect of writing an SCP article.
Perhaps it could be a kid that's like, an official's niece or nephew, and it doesn't display any abnormal properties but the official insists the kids be kept here anyway and the higher-ups won't do anything about it so its an SCP now.

If you're going to try giving feedback in the forums, try to at least respond to specifics rather than posting a generic response that could be interpreted as relating to any number of drafts. Furthermore, the point of the forums is to help the author improve their work.
