Alright right away, you're using commas when there should be periods or semicolons. And this way of writing numbers, like, ten (10), is outdated and people don't really write that way anymore. We as a site have mostly agreed that it adds nothing and is clunky to read. "24/7" is pretty unclinical.
You're missing spaces in several places. I'm finding a lot of awkward wording.
Gonna let you know now that the size of your description is really, really daunting, and I can see that paragraph breaks are sometimes ignored. For example, is you have…
This, it looks really weird, and it's immediately apparent upon skimming. People will notice and will see it as a sing of nooby formatting, which will turn some heads away right away.
- You can make a real bullet point list by having an asterisk with a space after it, your "#1 -" format looks really strange and awkward.
* <-- This is what I mean, by the way. Type out an asterisk with a space after it, as seen here.
Alright so now what we currently have is a group of anomalous humanoids. Or, as we might call them, X-Men. They have a lot of mishmashed abilities, which I understand are inspired by your D&D characters, but it comes off as random and all over the place. Their abilities do not tell a story, they further the idea of them simply being magical people, which is an idea we can get across in far fewer words.
Another thing is that this draft doesn't tell a story, really at all. I see that there is an unfinished Discovery thingy, but what you really gotta think is… what can you introduce about this anomaly, that will subvert expectations, but yet still make a type of sense? This Description goes too long without throwing us a curveball, or some juicy bit of information to get you really invested. This description is too long for its content.
Here is an essay on how to write a humanoid (admittedly somewhat outdated, but good reading nonetheless). And also, because I don't see… much of an idea here, of how this will actually work as an SCP (beyond it just being a conversion of D&D characters into the SCP format), I'm gonna suggest you go back to here, the Ideas & Brainstorming Forum.
And also, I would have done a line-by-line to show you said grammar and formatting mistakes and how to fix them, but I think that amount of detail can come after some baser issues are addressed.
Good luck!
