Maybe I'm not getting something here but the final image of the black wizard type person seems out of place. Everything else had something to do with clowns.
First of all, this SCP is irrelevant, because permanent vaccination already exists.
Second of all, it's neat in a "what the fuck is this, anyway?" sort of sense. That does appeal to me. I also like memetic stuff in general.
Your problems are phrasing-related in part. "Regular, unprotected exposure to SCP-2170 leads to death in most cases except for individuals diagnosed with sociopathic tendencies" isn't a run-on sentence, specifically, but it is a little clumsy; "subjects have recently enjoyed thoughts about clowns" requires that one can clinically describe the process of "enjoying a thought". You have some redaction issues (namely that none of yours actually make sense), but they can be explained if you just take the "this SCP writeup is craaaaaazeh" as a reason for basically everything.
All in all: Sort of out-there without much explanation, gives a good feeling if you're open-minded to not having things be explained to you, but still not entirely satisfying. It'd be a good first SCP for a newbie. I'll neutral-vote for now, but keep in mind that I'm supportive in principle.
The core idea is that the memetic entities get loose unless people are just soaking themselves in ridiculous clowns. And not ironically either. You gotta love clowns. If you love clowns you're safe. But no one loves clowns.
So the document gets more bizarre as you get deeper into it because the vaccine fails. Portions of earlier documents that were expunged show up with the images. I probably need to find more clown images that border on the unsettling as opposed to just plain absurd to really push this one over the edge, but we don't play as fast and loose with images as we used to.
Imo, the magician image at the end does feel out of place. But the other images actually work because they aren't too "omg its an evil monster clown." They're weird enough to be unsettling, but not over the top enough to be eye roll inducing for me. Tentative +1.
Also a neutral vote. It feels like there's many pieces of the puzzle I'm not putting together, but i'm worried they don't actually fit. Who's editing the records? What was expunged? Bobble.gif? What spell is that man casting? It's the wrong kind of mysterious.
On the positive side, seeing clowns posted all over a SCP document is surprisingly unnerving, as well as the addendum

I'm not sure I understand why we are being affected by reading the document. It says that SCP-2170 can only be experienced in the mine. Is that a lie on purpose?

This is, in my book, a strong contender for the weirdest article on the site, which is really saying something. The odd way you pieced it together kept me off-kilter the entire time, but I was always able to understand (more or less) what was going on.
The thing I love most about this is the fact that the entities themselves are actually fairly basic crazy-to-death terrorpoem whispergoblins. The horror here doesn't come from the entities themselves. It comes from how they're combatted and contained. The juxtaposition between the standard cryptobabble-virus type of anomaly we've become accustom to and the off-the-wall insanity of the countermeasures is really quite fun. The superman is standard fare, but the kryptonite makes this shine.

Why not reach out to the community to contribute original artwork? It's not like we have a shortage of artists around here, and it's rare that we get the opportunity to include illustrations in an article.
