A humanoid SCP, born with an anomalously high barometric pressure surrounding him or her. Areas affected extend to about 4km (8km diameter) in either direction. The average barometic pressure around them is ~1060mb (millibars). Government weather satellites captures a hole in passing clouds at all levels of the atmosphere over the exact location of the PoI.

The village where the Scip resides is experiencing a major localized drought that happens to be going on as long as the Scip has been alive. Once the Scip is found and removed by the Foundations, the viilage experiences its first rain in [X] amount of years.
Sounds pretty mundane… But wait! There’s more!
The Scip is contained by the Foundation, but weather patterns start to change on large scale. After [X] amount of months, an anomalous pattern develops, troughs and ridges go into an abnormal semi-permanent state. A large scale drought lasting [X] amount of years ensues. The area affect [TBD km2] is severely parched. Miraculously, no wildfires broke out… yet.
On TBD date, patterns unexpectedly change. Ridges and troughs shift and amplify into a pattern favourable for fire weather. The facility experiences dew points and humidity in the single digits and winds over hurricane force. Eventually a wildfire starts and heads straight towards the facility. The facility evacuates, and Scip is moved to a different facility only for the same thing to happen.
What the Foundation does not know is the reason why this is happening is simply because the Scip feels out of place. (I may have the Foundation find out eventually.)
