I don’t really know how to use these. I click view page sources and I think I sorta understand it?

I’m looking for information on how to create/use already created backgrounds for pages.

And if there is a background already made that would fit the theme of the Intelligence Agency.

Do you mean CSS themes?

If so, you can find a list of them here:

Some of them will have specific instructions on the page, but for the others you'll have to import the CSS manually using the code that you've already seen on other pages:

where "PAGENAME" is the page URL of the theme eg "component:mcd-theme"

In order to create your own, you'll need to have a solid understanding of HTML and CSS. If you don't already, I'd recommend taking a free online course for example on Codecademy to get up to scratch. The themes are just CSS files, and if you can write CSS, you can make a theme.
